Ashlyn graduated from the University of Oklahoma in December 2023 with a Degree in Economics. She studied abroad twice in Italy and the UK, and spent two months volunteering on wildlife sanctuaries and teaching children English in Southeast Asia. She has worked as a Venture Capital Associate Intern and Consulting Associate Intern for the Ronnie K. Irani Center for the Creation of Economic Wealth. She is a Co-Founder and the CEO of Operation Halo. She loves to spend her free time traveling, boxing, or playing basketball.

 

Kelly Sayre

Kelly Sayre empowers individuals with realistic tactics and tools to help them live life safely and on their own terms. Her refreshing angle on personal safety emphasizes non-physical, proactive situational awareness techniques that recognize and avoid threatening situations before they happen. With a grounded approach and high energy, Kelly works with law enforcement, nonprofit, corporate and youth organizations on emergency preparedness, situational awareness training and personal safety. She is a frequent speaker at national events and a guest on global podcasts. Kelly is trained in FEMA’s Community Emergency Response Team program, the Department of Homeland Security’s Active Shooter Preparedness Workshop, and Texas A&M Extension Service’s Crisis Communications & Special Events Risk Management. She is a member of the Association of Threat Assessment Professionals. Kelly lives in Minnesota with her two children.

 

Whitney Allen

Whitney Allen is the Victim Services Coordinator and SAKI (sexual assault kit initiative) Site Coordinator for the Tulsa Police Department (TPD).  She was brought on board by TPD in 2020 to establish the Victim Sevices Unit from the ground up, with a strong emphasis on providing culturally appropriate, trauma informed services to the citizens of Tulsa.  Along with starting a successful Victim Services Unit, Whitney has developed a strong network of community partners to support the Tulsa Police Department in their mission to better serve crime victims.  She is a retired Sergeant from the Tulsa Police Department where she served the citizens of Tulsa in a variety of assignments, most notably as the Sergeant overseeing the Child Crisis Unit, which is part of a multidisciplinary team at the Children’s Justice Center.  Whitney was able to bring her unique experience as a law enforcement supervisor and participant in a multidisciplinary team to her role as a non-sworn supervisor to the Tulsa Police Department’s Victim Services Unit. She also has a Bachelor of Science in Criminal Justice and was awarded the Governor’s Commendation for the State of Oklahoma in recognition of her work with crime victims and their families. She was also appointed to the National Victim Services Committee with the International Association of Chiefs of Police and is currently serving a 3-year term.

Jennifer Lubwama is a graduate student at Columbia University’s School of International and Public Affairs, pursuing a master’s in International Affairs with a concentration in International Security Policy. She graduated Magna Cum Laude from the University of Oklahoma in May 2024 with a Bachelor of Arts in International Development. During her undergraduate years, Jennifer served as a team leader and consulting associate with the Ronnie K. Irani Center for the Creation of Economic Wealth. In spring 2024, she was one of thirty students awarded the Campus Life Award for her commitment to leadership, scholarship, and community. Additionally, she received the Admiral J. Crowe Jr. Award as the most outstanding graduating senior in the Department of International Area Studies. Jennifer co-founded the East African Alliance (EAA) to build a community for East African students on campus. As Impact Chair, she led a project in Uganda , alongside a team of four researchers, where they created a mentorship syllabus in partnership with Hope Bestowed, a nonprofit organization focusing on educational empowerment for underprivileged girls. Later, as President, she led the organization in various projects carried out through their impact team and career development team. Passionate about international policy and human rights, Jennifer brings a wealth of knowledge and dedication to our board. We are excited to have her contribute to our mission.

Stanley Campbell

National Trainer, thought leader, and Speaker Stan Campbell is the Co-Founder and President of IDD Safe, a training company teaching individuals with Intellectual or Developmental Disabilities how to respond safely during police contacts. Stan is known for his teaching experience as a law enforcement instructor and has personally trained over 4,000 uniformed officers and criminal justice professionals across the nation in the proper use of force, defensive tactics and how to deescalate potentially violent encounters. He has won valor awards, led tactical and street crime teams and is renowned by many for his passion for public service, his expertise in police encounters and his impeccable sense of character and integrity in his life and work. Stan has created multiple solution-based tools and courses designed to help officers and citizens get home. In 2017 he introduced D.O.P.E. (Deescalating Office Patrol Encounters) and recently developed two mobile apps (IDD Safe App & Police Encounter App). Stan simply sees himself as a man ignited by a mission—to decrease deadly force incidents and build a stronger bridge between law enforcement and the communities they serve.  Devoted to eradicating the myths, miscommunication and misconceptions that take lives instead of saving them, Stan Campbell is a voice for justice, for fairness and for the protection of lives—everywhere.

 

Kim Teachman

Kimberly R. Teachman is a seasoned law enforcement professional with a passion for justice and a commitment to serving her community. With over two decades of experience in the field, Kimberly has held various roles within the Oklahoma City Police Department.  She has multiple years of experience serving as a Domestic Violence Detective and Supervising the Domestic Violence Investigative Unit at Palomar. During her time at the police department, she has demonstrated exemplary leadership and dedication at every turn. Currently serving as a Lieutenant in the Burglary Unit at the Oklahoma City Police Department, Kimberly oversees a wide range of criminal cases. Her current role involves managing, organizing, and coordinating investigations, ensuring compliance with departmental policies and state/federal laws.

Kimberly’s career has been marked by a strong focus on addressing societal issues such as domestic violence. During her tenure as a Detective in the Domestic Violence Unit, she managed a high caseload, conducted difficult interviews with victims and suspects, and collaborated with multi-jurisdictional teams to combat and prevent domestic violence. Her dedication to advocating for victims’ rights and providing support to those in need has been unwavering throughout her career. In addition to her investigative work, Kimberly has also served in roles such as Field Training Officer and School Resource Officer, where she mentored students and contributed to community outreach efforts. Kimberly’s contributions to law enforcement have been recognized through numerous accolades, including letters of appreciation, Life Saving Award for a domestic violence survivor and a Certificate of Achievement for the capture of a serial rape suspect. As an advisor, Kimberly brings a wealth of knowledge and experience to the table. Her insights into law enforcement practices, victim advocacy, and community engagement make her a valuable resource for audiences seeking to understand and address complex domestic issues within our society.

Mia Bagby

Mia Bagby graduated from the University of Central Oklahoma with a Bachelor’s Degree in Forensic Science and Criminal Justice as well as a minor in Psychology. Upon graduation, she interned at the YWCA as a sexual assault hospital advocate. It was during this time that she met with victims at the hospitals she was dispatched to and provided comfort and information on safety planning, danger assessments, and resources that would be beneficial for healing. Ms. Bagby has now taken a staff position and is a primary advocate for this nonprofit. She continues to help victims of sexual assault gain their power back in the world. Ms. Bagby also worked on a Cold Case Task Force at the Tulsa County Sheriff’s Office early in her college career. She read over case files, examined crime scene photos, and listened to audio recordings and interviews in hopes of finding a suspect. This gave her more knowledge in the world of crime so that she may better help others in the future.
