Ashlyn Darter
CEO/Co-Founder
Ashlyn graduated from the University of Oklahoma in December 2023 with a degree in Economics. She studied abroad twice, once in Italy and once the UK, and then spent two months volunteering on wildlife sanctuaries and teaching children English in Southeast Asia. She has worked as a Venture Capital Intern and Consulting Associate Intern for the Ronnie K. Irani Center for the Creation of Economic Wealth. She is extremely passionate about eliminating domestic violence and sexual assault, two topics that are very personal to her. In college, she recognized a need for more accessible safety education, tailored specifically for women, inspiring her to start Operation Halo with her dad, Mike, and serve as the CEO.

Stanley Campbell
Co-Founder
National Trainer, thought leader, and Speaker Stan Campbell is the Co-Founder and President of IDD Safe, a training company teaching individuals with Intellectual or Developmental Disabilities how to respond safely during police contacts. Stan is known for his teaching experience as a law enforcement instructor and has personally trained over 4,000 uniformed officers and criminal justice professionals across the nation in the proper use of force, defensive tactics and how to deescalate potentially violent encounters. When Ashlyn and Mike asked him to join the Operation Halo team, he was all in. Stan brings an elite level of expertise and is dedicated to making the world a safer place for all women.

Mike Darter
Co-Founder
In addition to having three daughters, one of them being Ashlyn, Mike Darter is the founder and CEO of CCW Safe, a legal membership service for concealed carriers and gun owners. Mike’s background includes 20 years in law enforcement, serving at a local level for the Oklahoma City Police Department, and at a federal level as a contractor for the ATF. Mike was a law enforcement instructor in Defensive Tactics and Custody and Control, and is also a nationally recognized Judo coach. He extends his protective nature for his own daughters to parents of girls everywhere, and is committed to educating their daughters on the same topics he has educated his on.

PANEL OF ADVISORS
Operation Halo understands that women are stronger in numbers, which is why we are building a community of like-minded individuals with diverse backgrounds. Our platform hinges on the personal experiences of our founders and panel advisors, and the entire Operation Halo team lives by our core values of Community, Adaptability, Respect, and Empowerment (CARE). Our core values heavily influence our curriculum, so girls can develop the skills needed to confidently handle safety threats. We teach them how to look out for other women, quickly transform their safety strategies, cultivate a healthy respect for danger, and use knowledge to empower themselves and others.

Kelly Sayre
Advisor
Kelly Sayre empowers individuals with realistic tactics and tools to help them live life safely and on their own terms. Her refreshing angle on personal safety emphasizes non-physical, proactive situational awareness techniques that recognize and avoid threatening situations before they happen. Kelly provides safety consulting with her company, The Diamond Arrow Group, and is the Author of the book “Sharp Women.”

Kim Teachman
Advisor
Kimberly R. Teachman is a seasoned law enforcement professional with a passion for justice and a commitment to serving her community. With over two decades of experience in the field, Kimberly has held various roles, such as Domestic Violence Detective and Supervisor of the Domestic Violence Unit at Palomar. Kim currently serves as a Lieutenant in the Burglary Unit for the Oklahoma City Police Department.

Whitney Allen
Advisor
Whitney Allen is the Victim Services Coordinator and Sexual Assault Kit Initiative Site Coordinator for the Tulsa Police Department. She established their Victim Services Unit from the ground up with a strong emphasis on providing culturally appropriate, trauma informed services to the citizens of Tulsa. Along with starting the Victim Services Unit, Whitney has developed a strong network of community partners to better serve crime victims.

Mia Bagby
Advisor
Mia Bagby graduated from the University of Central Oklahoma with a Bachelor’s Degree in Forensic Science and Criminal Justice, as well as a minor in Psychology. Upon graduation, she interned at the YWCA as a sexual assault hospital advocate. In November 2024, she was promoted to a full-time case advocate where she provides care to victims of domestic violence, sexual assault and stalking in central Oklahoma.

Jennifer Lubwama
Advisor
As Impact Chair of the East African Alliance at the University of Oklahoma, Jennifer led a project during her undergrad in Uganda alongside a team of four researchers. They created a mentorship syllabus in partnership with Hope Bestowed, a nonprofit organization focusing on educational empowerment for underprivileged girls. After graduating OU, Jennifer was accepted into Columbia University’s School of International and Public Affairs, where she is currently an International Affairs and Security Policy graduate student.

Sanay Agir
Advisor
Sanay Agir holds a Bachelor’s degree in Psychology from the University of Oklahoma and is currently pursuing her Master’s degree at Rutgers University. Her concentration is in Organizational Psychology. She has dedicated a lot of her studies to include topics centered around the value of psychology within the workplace, including gender diversity and inclusion, barriers to women’s career advancements, workplace safety, and more. Sanay is deeply passionate about advocating for the safety and well-being of women everywhere.
